Appropriation
Congressional action that makes federal funds available for obligation or expenditure. An appropriation usually follows enactment of authorizing legislation and is the most common form of budget authority.
Assistance Agreement
A legal instrument used by federal agencies to transfer money, property, services, or anything of value to eligible recipients to accomplish a public purpose of support or stimulation.
Budget Narrative
A detailed explanation of budget items that provides justification for requested funding amounts and describes how costs were calculated.
CFDA Number
Catalog of Federal Domestic Assistance number. A unique identifier assigned to each federal program listed in the CFDA (now part of SAM.gov).
Cost Sharing
Resources contributed by the grantee organization to support the project beyond the federal grant funds. Can be cash or in-kind contributions.
D-U-N-S Number
Data Universal Numbering System identifier assigned by Dun & Bradstreet. Required for federal grant registration and applications.
Evaluation Criteria
Standards by which grant applications are assessed and scored. Typically include project merit, organizational capacity, and budget reasonableness.
Federal Award
Financial assistance provided by a federal agency directly to a non-federal entity to carry out a public purpose of support or stimulation.
FFATA
Federal Funding Accountability and Transparency Act requiring disclosure of federal award information including recipient details and award amounts.
Grant Agreement
Legal document establishing terms and conditions between the grantor and grantee, including project scope, budget, and reporting requirements.
Indirect Costs
Expenses that cannot be easily identified with a specific project but are necessary for operations, such as utilities, administration, and facility costs.
Letter of Intent (LOI)
Brief preliminary proposal submitted to gauge funder interest before developing a full application. Not always required but often recommended.
Matching Funds
Required non-federal contribution that a grantee must provide to supplement grant funds. Can be cash, in-kind services, or volunteer time.
Program Income
Gross income earned by the grantee from the grant-supported activities during the project period, such as fees for services or sales of materials.
RFP/RFA
Request for Proposals or Request for Applications. Formal solicitation document outlining funding opportunity requirements and application procedures.
SBIR/STTR
Small Business Innovation Research/Small Business Technology Transfer programs providing funding for small business R&D with commercialization potential.
Subaward
Award provided by a pass-through entity to a subrecipient for the subrecipient to carry out part of a federal award received by the pass-through entity.
UEI
Unique Entity Identifier replacing D-U-N-S numbers for SAM.gov registration. Required for federal grant applications and awards.
